Welcome to the Hopland Tribal EPA’s website.  Our site provides a lot of information about what
we are doing to protect and restore the environment of the Hopland Reservation.  Please contact
us with questions, comments and suggestions about any of our programs or special projects.  We

Kris Carre, kcarre@hoplandtribe.com, the Tribal EPA Director, joined the Hopland Tribal EPA
Department in January 2003.  Kris has over 15 years of experience working with environmental
programs on Tribal lands.  She has served as the Environmental Director for the Prairie Island
Dakota and the Grand Portage Chippewa Tribes in Minnesota, and also has worked at the USEPA
Region 9 Office as an Environmental Protection Specialist and the pesticides Tribal team leader.  
She holds an Environmental Masters and a Law degree from Vermont Law School, and as a
professional has built strong partnerships between the Tribe and Federal, State and Local
governments, and other organizations.  Kris and her husband Brett have two children, Maggie and
Molly.  In her free time, Kris likes to hike, backpack and travel.

Lisa Vasquez, lvasquez@hoplandtribe.com, a Tribal member, joined the EPA Department in 2004
as the
Water Quality Specialist.  Lisa conducts water quality monitoring and coordinates the
water programs.  Lisa’s duties and responsibilities have grown over time, and she has assumed
responsibility for coordination of cultural resource activities and several annual Tribal events.  Lisa
has completed coursework at Sacramento State University, and is certified as a Cultural Resource
Monitor.  She is also a member of the Tribe’s Cultural Committee.

Phyllis Tobin, ptobin@hoplandtribe.com, joined the EPA Department in 2003, and now serves as
the
Research Analyst / Outreach Coordinator.  She holds a graduate degree in Gemology (GG),
and also has advanced training in Computer Information Systems.  Phyllis has been instrumental in
advancing recycling programs throughout the Reservation, and establishing a “Green Team” at the
Tribal Casino.  Phyllis shares acquired knowledge and experience with other Tribes at
conferences, meetings and workshops whenever possible.  

Maura Darbro, mdarbro@hoplandtribe.com, the Environmental Coordinator, joined the EPA
Department in October 2007.  Maura lives on her Sebastopol pumpkin farm with her husband, Brad
and her 7 year old son, Joaquin and their two dogs, Mickey and Clifford.  She graduated from
Humboldt State University in Geography/Natural Resources and the University of Alaska, in Cross-
cultural Education/ Teaching. She has taught in the Alaskan bush villages of the Thlinghet and the
interior Athabascan. She also worked with the American Indian Center of Santa Clara County.
Maura’s tribal affiliation is with the Canadian Cree.

Lianna Vasquez, lrvasquez@hoplandtribe.com, the Recycling Coordinator, joined the Tribal EPA
Department in September 2007.  Lianna coordinates recycling activities with Tribal members,
Tribal administration and Tribal business enterprises.  Lianna operates the Tribe’s recycling
center, which is a State-certified center which provides cash refunds for recycled beverage
containers.  Lianna also transports recycled materials to processing centers in Hayward, and
assists community members in recycling appliances, tires, and hazardous materials.

Ricky Parrish, the Environmental Technician, joined the Tribal EPA Department in June 2007.  
Ricky is a Pit River Tribal member from Alturas, California, and now resides on the Hopland
Reservation with his family.  Ricky has been employed with the Tribe for the most part since his
hire with the Maintenance Department in 2005.  Ricky’s duties and responsibilities range from
manual labor to operating the equipment within the EPA Department.  Ricky aides the Recycling
Coordinator with the weekly recycling and the transportation of recycling materials to the
processing centers.  Ricky also assists in disposing of appliances, tires, hazardous materials, and
scrap metals.

Derek Abella, the Recycling Assistant, assists the Tribal EPA as a part-time employee in the Tribal
Recycling Center.  He inspects and weighs California CRV beverage bottles and cans, and provides
refunds.  He also assists in sorting and bagging materials for shipment to processing centers.  
Derek has been with the EPA Department since 2007.
